VOL. 15B Summary of Contents. Correspondence and memoranda relating mainly to Schleswig Holstein. (Note: the Queen, Lord Palmerston and J.R. It is evident from the papers in this and other volumes that the Queen's intense pre-occupation with European affairs caused some harassment to her prime and foreign ministers. The correspondence in this volume is mainly between the Queen (through her secretaries, Gen. Grey and Sir C.B. Phipps), Lord Palmerston and J.R.). Politics and government: reform and political philosophy. Correspondence: Henry Taylor; Lord Grey; James Marshall (fs. 106-67). Foreign affairs: Schleswig Holstein, Denmark and the European powers: the London conference. Lord Palmerston is against prior discussion in parliament "..... things would be said ....."; he doubts whether the French plan for "local voting" would be acceptable to Austria, Russia and Prussia "which have subjects ..... who would probably chuse some other condition of political existence" (fs. 4-5). The Queen's views on a plebiscite (fs. 40-2). Proceedings of the conference: the Russian plan (Brunnow, fs. 22-9) and Palmerston's views theron (fs. 30-1) Lord Clarendon's mission to Paris; the Queen's "serious doubts" about the mission (fs. 34-5) but Palmerston considers it an "excellent thing" (fs. 45-6). Danish reverses in the field and the loss of Dybbol; the Prince of Wales's views (fs. 59-60). Fears of Austrian naval squadron entering the Baltic: Palmerston's "friendly reminder" to Count Apponyi of the dangers of such action (F.O. despatches, fs. 90-5). Proposed armistice: the Queen's concern at Prussian delays and obstructions; her offer to write to the king welcomed by J.R. (fs. 182-6). Foreign affairs: Italy: Garibaldi's proposed visit to London; Lord Palmerston's views on his reception "..... he (Garibaldi) is more anxious about cows and rabbits and agricultural instruments than about Rifles or Cannon" (fs. 6-7); the Queen's "dislike" of the participation of her ministers in honouring Garibaldi and her concern lest popular acclaim will annoy the Italian government (Gen Grey to J.R., fs. 43-4). Foreign affairs: Spain and Peru: seizure by Spain of the Chincha Is. Palmerston considers that "provided we get our Guano it does not matter whether it is sold us by Spaniard or Peruvian" (fs. 10-11). Foreign affairs: Abyssinia: case of imprisonment of British consul, Capt. Cameron (F.O. memorandum, fs. 175-9). Foreign affairs: U.S.A.: the civil war. Gen. Grey fears that peace with the South will release the "enormous" forces of the North to turn to the conquest of Canada (fs. 187-94).
