Gladstone on financial legislation; question of advertisementand other duties; question of extending income tax and spirit duty to Ireland "Pat will not pay ..... if he can help it" (J. Wood, fs. 220-3). Charitable Trusts Act (1853); appointments under the act; Gladstone urges restriction in number of permanent posts. Reform: Lord Shaftesbury's bill on election voting. Correspondence: J.R.; W. E. Gladstone; Lord Aberdeen; G. C. Lewis; John Wood and others. Legal: question of a new inquiry commission into property transfer. Correspondence: Lord Cranworth. Foreign affairs: Italy: report on the Madiais and other Tuscan matters. Correspondence: Hon. P. C. Scarlett. British support for Piedmont: Correspondence: Lord Minto. Foreign affairs: Russo-Turkish affairs: British ambassador at Constantinople advises Turks to prepare against Russian attack. Russia occupies Danubian principalities. Cabinet's divided views on policy: Lord Aberdeen wishes to withhold declaration of war on Russia to gain time (fs. 104-5) but Palmerston deplores British hesitation "..... waiting timidly at the Back Door while Russia is violently ..... forcing her way into the House" (fs. 120-5); Sir J. Graham commends British ambassador, Lord Stratford's prudence. Question of the Vienna Note: acceptance by Russia but Turkish obduracy alarms British government; Lord Aberdeen notes J.R's view that "..... The Times is working actively for Russia" (fs. 225-8).
