Description

VOL. 10B Summary of Contents. Political correspondence and defence memoranda. Politics and government: new session opening debate Feb. 3; J.R's speech praised but Palmerston's reply considered by Lord Normanby "feeble and laboured" (fs. 33-4) and by Lord Clarendon "not as able as I expected" (fs. 60-3). Ministry in decline; resignations and refusals to serve; "..... you must be occupied with many unpleasant matters" (Clarendon f. 23). New reform bill launched: comments from MPs and others - "..... it is replete with shortcomings" (G. Moffatt, fs. 101-2); Lord Clarendon considers the measures are not too strong to be accepted by parliament. Defeat and resignation of Russell ministry (Feb. 21) on Palmerston's amendment to the militia bill. Lord Derby to form a government; he tells J.R. that "you are more to be congratulated than myself" (fs. 258-9); Lord Clarendon fears that "if all Stanley's (Derby's) appointments are on the Malmesbury level, Heaven help us" (fs. 262-3).
