Politics and government: Lord Palmerston, the Queen and Kossuth's visit: question of the Queen's personal communications with foreign governments; J.R. tells Lord Palmerston "..... it is (not) possible for you ..... to be other than the organ of the Queen towards all foreign powers" (fs. 17-20); the Queen's official complaint against Lord Palmerston (fs. 169-74); her displeasure and J.R's annoyance at his (Palmerston's) reception of the Finsbury and Islington delegation (fs. 228-9; 232-3). (See also Foreign affairs.) New reform plan: further views of senior colleagues and others. James Wilson's proposal to establish Chambers of Commerce. London's water, drainage and cemeteries: Edwin Chadwick's proposals (fs. 45-8); question of ownership of Thames foreshore. Arctic exploration: Sir R. Murchison's plea for government support of Lt. Lord Palmerston proposes Sir Stratford Canning as mediator in France's quarrel with Russia and Turkey over custody of Levantine churches. Foreign affairs: Morocco: Sir F. Baring's plans for naval punitive measures against the Riffs. Foreign Office statement of military forces in Europe and the U.S.A. (fs. 85-6). Foreign affairs: Diplomatic appointments: movements of envoys; Lord Palmerston considers that "..... the Americans have long wanted .... a Lord" (fs. 135-40). Colonial affairs: Cape of Good Hope: Lord Grey's concern at "mismanagement" of Kaffir war by Governor, Sir H. Smith (fs. 71-2). Military forces available for war. Correspondence: Lord Grey; Gen.
