Wood on need for economy and a surplus; his views on expenditure by public boards. Sir C. Trevelyan's proposals for Civil Service reform; he deplores patronage and urges promotion by ability. Board of Health: Lord Palmerston's fears for Lord Ashley's health from overwork; Lord Carlisle urges health bill for London; his views on composition of new Sewerage Commission; cholera epidemic. Politics and government: Post Office: question of Sunday duties and Bishop of London's objections thereto; Princess Metternich complains that her letters are opened. Politics and government: Board of Trade: repeal of Navigation Laws: favourable response of major nations; doubts about U.S.A. "National Exposition": Prince Albert's plans.
