Politics and government: railways: Lord Lansdowne proposes issue of exchequer bonds to finance four main lines "to improve the temper in which all classes are at present" (fs.3-6). Question of insolvent MPs. House of Lords: doubts on passage of navigation laws repeal bill; J.R. to Prince Albert on life peerages (June 19). Sir C. Trevelyan's review of Treasury commissariat branch. Board of Health: question of a paid commissioner. Correspondence: J.R; Lords Lansdowne, Ashley, Carington, Minto, Holland, Brougham, Dunfermline; Duke of Grafton; Sir C. Trevelyan and others. Ireland: unsigned memorandum containing proposals to combat the "perpetually recurring Irish Question" (fs.103-9). Land and rate-in-aid legislation.
