Parliament and government administration: Sir Robert Peel proposes suspension of the corn duties. JR's "Edinburgh letter" to City of London electors: comment and approval; Lord Melbourne's objections. Sir Robert Peel's offer of resignation. JR's Journal Dec. 8-19. Summoned by the Queen to Osborne and asked to form a government. Lord Grey's refusal to serve if Lord Palmerston holds the Foreign Office. JR obliged to decline formation of a government and Sir Robert Peel withdraws his resignation. Correspondence: JR; the Queen; Prince Albert; Sir Robert Peel; Sir James Graham; Lords Lansdowne, Minto, Monteagle, Clarendon, Anglesey, Morpeth, Grey, Palmerston, Bessborough, Erroll, Rossmore, Donegall, Melbourne, Fortescue, Cottenham; Sir D.
