Instructions and guidance on administrative procedures, etc, comprising a series of letters issued by the British Council's senior management in London to headquarters departments, representatives overseas and UK regional offices.
The letters give guidance and instruction on a wide variety of topics including personnel matters, training, publications, public examinations and finance. The contents of some of the earlier circular letters were subsequently incorporated into codified administrative handbooks.

Numbered circular letters were first issued in 1947 and ran in sequence until 1952. From 1953 onwards the sequence ran for a calender year and letters were numbered accordingly, e.g. 53/62, 54/17, etc.
