The Committee was appointed in January 1933 under the chairmanship of Viscount Goschen. Its terms of reference were 'to consider and report whether any, and if so what, charges in the existing law and practice relating to trade marks are desirable'.

The Committee's report was published in 1934 (Cmd 4568) under the title Departmental Committee On The Law And Practice Relating To Trade Marks.
