Description

Commander-in-Chief's proposal to create military prisons as a substitute for flogging and to relieve civil gaols. Home Secretary Lord John Russell has doubts. Compromise on limitation of numbers of cells (black holes). Drawings of proposed cells. Holograph letter (1843) from Duke of Wellington proposing a committee of enquiry. Earl Cathcart to be president.
