Few departmental papers have survived and this series consists mainly of secretariat working papers, circulated papers, and written and oral evidence presented to the committee. There are also some unregistered files of J Cowen, assistant secretary in the Insurance and Companies Department, who was in attendance at some of the meetings. The secretary to the committee was a principal in the same department.

The Committee on Shares of No Par Value was appointed by the President of the Board of Trade on 29 December 1952 under the chairmanship of Montagu L Gedge QC (1899-1958) 'to consider whether it was desirable to amend the Companies Act 1948, so as to permit the issue of shares of no par value; and, if so, to consider and report what amendments in the Act should be made for this purpose, having due regard to the need for safeguards for investors and for the public interest'.
The report was published in January 1954 (Cmd 9112).
