This series contains papers of the Ministry of Transport's Commercial Services Division.
Matters dealt with include exports policy, tonnage requirements, freight rates, flag discrimination, passenger travel, shipping documents, overseas ports and docks, USA and Canadian shipping legislation as it affected British shipping, etc. There are also minutes, papers etc. of various shipping committees and working parties, some of an inter-governmental nature.
Also included in this series are a few post-1960 papers of the Foreign Shipping Relations Division.

The Board of Trade took over the merchant shipping and shipbuilding functions from the Ministry of Transport in February 1965.
