Sir Henry Reader Lack was born 7 February 1832 and entered the Civil Service in 1850. He commenced as a clerk to the Commissioners for the Exhibition of 1851, and then served in the Board of Trade (1852 - 1876). In 1860 he became Secretary to the Commissioners for Commercial Treaty with France, and published 'The French Treaty and Tariff of 1860'. He also served on the Anglo-Austrian Tariff Commission (1866 - 1867) and was Clerk of the Commissioners of Patents, Registrar of Designs and Trade Marks from 1876 - 1883, and Comptroller-General of the Patent Office from 1884 - 1897.
In 1891 Sir Reader Lack was knighted. He died on12 July 1908.
