The Committee of Inquiry into Trawler Safety was appointed by the President of the Board of Trade on 5 March 1968 'to examine the major factors affecting the safety of deep sea trawlers and their crews and to make recommendations'. The Committee was also asked specifically for its views on the provision of a special weather advisory service during the winter of 1968 for trawlers fishing off Iceland.

Admiral Sir Deric Holland-Martin GCB, DSO, DSC and bar was Chairman of the Committee, which had five other members.

In the course of their investigations members of the Committee visited fishing ports and went to sea on deep sea trawlers of various types. Discussions took place with members of United Kingdom trawler crews, officers and management ashore, and with people concerned in the fishing industry in Iceland and Germany.

The Committee reported on 9 August 1968 on the desirability of providing a weather advisory service and presented their final Report on 9 May 1969.
