The Raw Cotton Commission was set up under the provisions of the Cotton (Centralised Buying) Act, 1947, and from January 1st 1948 was responsible for the buying, importing, holding and distribution of raw cotton.
The Act provided for the appointment by the Board of Trade of a Chairman of the Commission, one or two full-time independent members, who had specialised knowledge of the cotton industry, up to ten part-time members, most of whom also had specialised knowledge of some branch of the industry, and two trade union representatives. Mr. H.O.R. Hindley was appointed Chairman.
The Commission continued to operate until 31st August 1954 from which date the Cotton Act, 1954, provided for a return to private buying.
