The Board of Trade's Parliamentary Branch was created in 1949 from the former Intelligence and Parliamentary Branch of the Establishment Division, which from 1920 acted as the channel through which the board's parliamentary work was conducted. Previous to the formation of the latter section in 1920 liaison with parliament was arranged through the Board of Trade Secretariat.

The Parliamentary Branch studied any proposals coming before parliament that might affect the board's interests and ensured co-operation between the various departments of the board and between the board and other government departments in preparing replies to parliamentary questions. it was also responsible for collecting and co-ordinating briefs for ministers in connection with proceedings on bills and debates on matters which concerned the board.
