A communication from Acting Salt Comptroller Ku Ping-chang to G. G. Yeh Ming-ch'en re the corruption and ineptitude of a certain Taotai Ts'ao in organizing the defense of Ch'ao-yang. Encl.: (a) Ku's letter to Magistrate Chiang of Ch'ao-yang; (b) Ku's proclamation summoning the rice, salt, and other merchants to return to Ch'ao-yang and resume their business as defense of the city was adequate. 5 + 5 + 3 ff.
