Subjects covered in the files include foreign trade issues and related negotiations; exchange control and payments agreements; imperial preference; most favoured nations; customs; navigation and shipping; tariffs; the General Agreement on Tariffs and Trade; the organisation for European Economic Co-operation; merchandise and trade marks; League of Nations; conventions, commissions, conferences, and committees; and United Kingdom internal issues. The series also includes some records of the Standards, Weights and Measures Department.
The vast majority of files belong to the CRE or to the CRT prefix. Only 8 files survive from before 1902, and there are only two files from the 1912-1914 period. The deficiencies in the Commercial Department's records before 1902 can be partly remedied by use of the out-letters in BT 12

BT 11/43-4433 (dated 1931-1949) are arranged in order of the Board of Trade's file numbers and were originally catalogued under coded subject categories or names of countries;
BT 11/4434-5261 (dating from 1949 onwards) are arranged similarly and were originally catalogued under a slightly different set of coded subject categories;
BT 11/5262-6073 (mostly post-dating the subject-coded files) are also arranged in file number order.
