The Committee of Inquiry into Operators' Licensing (Foster Committee) was appointed by the Rt. Hon. William Rodgers, PC, MP, Secretary of State for Transport, on 12th December, 1977, under the chairmanship of Professor C. D. Foster
The committee's terms of reference were to consider the effectiveness of the operators' licensing system of road freight transport introduced by the Transport Act 1968 as amended by the Road Traffic Act 1974, and to make recommendations for any changes in the system or its practical application which would improve the quality and efficency of the road freight industry.
