The third Royal Commission on the Press was set up in May 1974 and its members appointed by Royal Warrant on 16 July 1974 under the chairmanship of Sir Morris Finer. Following the death of Sir Morris Finer, Professor Oliver McGregor was appointed to succeed him as chairman on 7 March 1975.
The commission was established 'To inquire into the factors affecting the maintenance of the independence, diversity and editorial standards of newspapers and periodicals and the public freedom of choice of newspapers and periodicals, nationally, regionally and locally with particular reference to:
The economics of newspaper and periodical publishing and distributionThe interaction of the newspaper and periodical interests held by the companies concerned with their other interests and holdings within and outside the communications industryManagement and labour practices and relations in the newspaper and periodical industryConditions and security of employment in the newspaper and periodical industryThe distribution and concentration of ownership of the newspaper and periodical industry, and the adequacy of existing law in relation theretoThe responsibilities, constitution and functioning of the Press Council; and to make recommendations

- The Commission produced a number of publications, including an Interim Report which was published in March 1976 (Cmnd. 6433) and presented its Final Report with Appendices (Cmnd. 6810-1) on 7 July 1977.
