Description

Correspondence, Original - Secretary of State: Despatches from Charles Henry Darling, governor of Jamaica, relating to the Turks and Caicos Islands (July to December 1861), together with letters from 'offices' (Government departments and other organisations) and individuals sent during the year. Letters from offices and individuals are not, and correspondents and subjects are as follows: Offices:

  • Admiralty (passages for Mr Thomas Graham and his wife, passage for Mr Moir);
  • Board of Trade (lighthouse at Grand Turk, comments on Ordinance No. 26 of 1860 to amend the revenue ordinance which repeals a section on wrecking duty);
  • Law Officers (Ordinance No. 4 of 1860 'Intestate Estates');
  • Treasury (monthly mail contract between Nassau and St Thomas by the Alma, estimates of probable receipts and expenditure from Crown funds for 1861, Ordinance No. 19 of 1860 'Inter-Communications', Ordinance No. 9 of 1860 'Public Bank', estimates for 1862 and additions to Government House);
  • Foreign Office (heavy post charges at St Domingo, General Washington's birthday celebration, exequatur of United States consul Mr Andrew G Carothers, re-union of the Dominican territory to the Spanish dominions, appointment of Mr John E Newport as US consul, port charges on Turks Islands vessels entering into Haitian ports);
  • War Office (stores for volunteers, pay of volunteer instructor Corporal Russell, claim against the colony for £76 1s 8d on account of clothing supplied to volunteer artillery, celebration of birthday of the Prince of Wales, requisition for 200 snap caps and a set of iron targets for use of the local rifle volunteers);
  • Emigration Commission (railway from Mr Butterfield's salt pond to the seashore - land grant and salt pond lease, Mr Harriott's application for a lease of a salt pond called North Salina at East Harbour, renewed application from Mr E Jones for the lease of a tract of land at Sail Rock in East Caicos, Mr Stamer's application for grant of a salina, proposed commutation of salt ponds tenure, Mr Gibbs's land claim, proposed exchange of 30 acres of salina lands at West Caicos leased to Mr Winter, proposed change of salt pond tenure, Mr Butterfield's application for extension of lease on a salt pond at East Harbour, Act No. 4 of 1861 'spaces in front of town', salt pond tenure);
  • General Post Office (bills drawn on account of imperial share of mail packet service subsidy, complaint against postmaster of delay in tendering his accounts and remitting the balance due from him);
  • Cotton Supply Association (report on sample of raw cotton)

  • John Arthur (political and social condition of the islands, complaint against the president for alleged misgovernment, his claims to police magistracy, conduct of President Inglis, his application for post of police magistrate and provost marshal, complains about the appointment of Mr Hinson and Mr Astwood);
  • Thomas Graham (requests additional leave of absence, thanks for grant of leave, contract passages for himself and his wife, application for further extension of leave, further request for contract passages)
