On 30 July 1963 the Minister for Welsh Affairs announced the setting up of a committee, under the chairmanship of Sir David Hughes Parry QC, LL.D, DLC, to 'clarify the legal status of the Welsh language and to consider whether any changes in the law ought to be made'.
The report of the committee, The Legal Status of the Welsh Language, was published as a White Paper (Cmnd 2785) in October 1965 and the main recommendation was that the status of the language for legal and administrative purposes should be raised and clarified. It was also recommended that to cater for the increased demand for official forms and documents in Welsh and to secure uniformity and guarantee quality of translations, a small panel of Welsh translators attached to the Welsh Office should be formed. The Welsh Translation Unit was then set up in the Information Division in 1966.
