This registered file series originated in the Welsh Roads Division of the Ministry of Transport in Cardiff. When responsibility for roads in Wales was taken over by the Welsh Office in 1965, they passed to the Transport and Highways Directorate.

Following the setting up of the Welsh Office in 1965, the Welsh Divisional Road Engineer changed his name to Chief Road Engineer, and his office became part of the Transport and Highways Group. The functions remained the same. The office was responsible for most matters relating to the construction, maintenance and management of principal and trunk roads within Wales.
