A complete set of the working and consultation papers of the Law Commission arising from consideration of the reform, codification, etc, of various aspects of the civil and criminal law. They were circulated for comment and criticism by the Law Commission prior to their publication as reports and submission to Parliament. They include some prepared in collaboration with the Scottish Law Commission.

In 1990 the title of the records was changed from 'working papers' to 'consultation papers' as the Law Commissioners decided that 'consultation papers' more accurately reflected the purpose of the records. The numbering sequence continued uninterrupted.
