The files in this series of Sir Douglas Allen's papers relate to a number of issues, particularly general questions concerning the management of the Civil Service and relations with ministers. There are also papers on relations with the European Economic Community and British overseas representation.
Some of the files (otherwise in BA 6) are continuations of Allen's predecessor, Sir William Armstrong, and therefore pre-date Allen's appointment in July 1974. Some files were kept open after Allen's retirement in order to complete a subject and have been included in this series.

Sir Douglas Allen, later Lord Croham, was Head of the Home Civil Service and Permanent Secretary of the Civil Service Department from July 1974 to December 1977. He was made a life peer in 1978.
