Despatches; Proposed General Assembly of the Windward Islands. This volume contains correspondence from Evan Murray John McGregor, governor of Barbados and governor in chief of the Windward Islands, and William Macbean George Colebrooke, governor of the Leeward Islands, with related enclosures, concerning proposed constitutional changes in the region following emancipation. It also includes manuscript 'Plans for a West India Congress' and a printed copy of a parliamentary paper [no 595, 117 pages] entitled 'Leeward Islands: Return to an Address of the Honourable The House of Commons, dated 28 February 1840; - for, Copies of Extracts of all Correspondence of Sir W M G Colebrooke, Governor-General of the Leeward Islands, with Lord Glenelg, on the subject of the Convention of a General Council and Assembly in the Leeward Islands'.
