Description

Despatches from Lionel Smith, governor of Barbados, together with correspondence from 'offices' (Government departments and other organisations) and individuals. Despatches are described at item level; correspondence from offices and individuals is not, and correspondents and subjects are as follows: Offices:

  • Admiralty (claim of the captain of HMS Belvidera for usual allowance for the passage of governor and staff to Grenada and St Vincent, movements of the Dee, Columbia and Rhadamanthies, reports instructions given to officer commanding the steamer Columbia with regard to keeping an account of the consumption of coal);
  • Agent-Mr Mayers (request that appropriation to the West India Commissioners for a loan of £2,500 may be supported by the Treasury, encloses petition of Council and Assembly protesting against the proposed disposition of £20 million in compensation money, requests meeting, appointment of Mr Mallalieu as police superintendent, forwards memorial from the inhabitants of St Peter's complaining of the governor's appointment of Mr Gaskin as colonel of militia and asking for the appointment of Mr Young, forwards letter from Mr Brickwood respecting assent to colonial Act on the remission of specie, further request for meeting, forwards report of the Currency Committee, forwards memorial of Council and Assembly for an alteration of the plan for ascertaining the value of each slave by personal examination);
  • Commander in Chief (recommends the establishment of a garrison library and reading room, enquires about the disposal of certain men of the 1st West India Regiment who are found unfit for service, forwards report of Sir Lionel Smith on the proposed augmentation of one or two companies of the 1st West India Regiment [not in item; bound in West Indies General-CO 318], requests tonnage may be provided for the service companies of the 74th Regiment);
  • Privy Council Office (aproval of certain Acts);
  • Law Officers (opinion on objections made by the members of the Council to admission into their body of Mr Sharpe the attorney general);
  • James Stephen, legal adviser (report on despatch no. 15 of 31 December 1833 concerning the judicial system in the West Indies [not in item, bound in Tobago series CO 285]);
  • Board of Ordnance (enquires under what circumstances it is proposed to transfer the charge of the military posts and batteries to the Ordnance);
  • Treasury (sanctions deduction of £320 from the hurricane relief grant for the expenses of its distribution, forwards letter from Messrs Greenwood & Cox relating to arrears of salary due to Lieutenant Darling, increase of salaries of governor and lieutenant governors of Windward and Leeward Islands, forwards memorial from McCavan & Company and from Mr G R Grant relating to return of duties on articles imported between 1 March and 11 April 1832, payment of Mr Elliot's bill, suggests method of correcting error in the drawing of Lieutenant Darling's salary, distribution of hurricane grant, abstract of payments made on account of allowances to special magistrates during their passage from England, enquiry regarding Parliamentary hurricane grant, financial returns, supply of arms and accoutrements to militia [not in item, bound in St Vincent series CO 260], memorandum on allowances to governors of Barbados and Antigua);
  • Compensation Commissioners (acknowledgement of letter with enclosure from James and Elizabeth Carr [see below])
