Description

Letters received from various government offices (departments), other organisations and individuals relating to Barbados. Correspondence from the bishop of Barbados for 1825 is bound separately [see CO 28/146]. Correspondents and subjects are as follows:

Offices

  • House of Commons (demolition of Methodist chapel);
  • Admiralty (report of arrival of bishop at Barbados, passage for archdeacon, transmission of seven cases of bibles and prayer books, provision of vessels);
  • Crown Agents (introduces Mr Jacob Belgrave 'a free man of colour of the highest respectability of character' willing to be interviewed on matters relating to Barbados, demolition of Wesleyan chapel, import duties, amelioration of the slave code, erection of new churches, uniform for civil officers);
  • Commander in chief (duties of governors and officers in command of troups [covering letter only]);
  • Council Office (addition of Trinidad and St Lucia to bishopric of Barbados ['dummy' sheet only, see CO 318]);
  • Board of Trade (reports on legislation including recommendation that acts to encourage the planting of ginger and for consolidating the laws relating to slavery should be disallowed);
  • Law Officers (opinion that following the appointment of a bishop the governor's power to grant marriage licences and probate remains unchanged);
  • James Stephen, legal adviser (case of Mr Mason, an alien 'Mulatto', petition from William Harding concerning the non-registration of a slave named Phill, 'dummy sheet' referring to draft order in Council vesting in the bishop of Barbados jurisdiction over the clergy of Trinidad and St Lucia [see CO 318], draft of a letter to be addressed to the King's advocate on the relative rights and duties of the bishop and governor [covering letter only], petition of Mercy Wolf praying for the grant of certain escheated property of her deceased son Benjamin Elms, petition of speaker of the House of Assembly and others asking for the city of Bridgetown to be incorporated by royal charter, comments on draft 'slave despatch');
  • Board of Ordnance (barracks);
  • War Office (assumption of military command by governor);
  • Treasury (passage of Reverend John Tucker, petition of 'certain slaves' concerning the property of the late Thomas Atherley, salaries due to Messrs Barker, Beaver and Tucker, passage expenses of clergy, salary of Reverend R C Thomas, 'dummy sheet' referring to Montserrat Barracks with cross-reference to Antigua miscellaneous 1825, bishop's appointment of additional clergy with printed copy of 'An Act to make Provision for the Salaries of certain Bishops ...' 6 George IV, Cap LXXXVIII, agreement that petition of Rebecca Basdon 'a free Coloured Woman' to be excused payment of a fine should be granted).
