Order from governor as acting viceroy to hong merchants. Huang's widow alleges that he was killed by a shot fired by Ti-ta from a ship owned by San-pa-ling and that the merchants were Magniac and Co, who with the connivance of hong merchants and linguists traffic in opium. Howqua's alleged involvement in such traffic is to be investigated by the P'an-yü magistrate, and the hong merchants are again ordered to investigate the facts and to orderthe taipan to hand over the criminal. A list of the accused is annexed. (Dated: 10m 2d). 2 sheets.
