Description

Memorial from Tartar-General, viceroy, governor and Hoppo, blaming Baynes for the recent troubles but stating that as foreigners are covetous and crafty the new taipan and associates will need to be closely watched and strictly enjoined to observe China's laws, failing which they will be expelled. (Dated: 11m 19d).
