The viceroy has quoted the precedents of Ch'ien Lung Years XVI and XXXIV for the prohibition of foreign women in Canton and has ordered a careful scrutiny of foreigners leaving Macao for Canton to ensure that nowomen are travelling. Customs men, runners and others concerned are now to act accordingly. (Dated: 9m 5d).
