Select Committee to Howqua, requesting him to transmit a letter to Pakqua and to give Pakqua $1500, but by instalments, to ensure that the runners do not seize the whole sum; regrets that the loan to Kingqua was advanced a little hastily, before Kingqua had furnished a guarantee; also regrets Howqua's change of mind about securing ships;
Enclosure: To Pakqua, sending sympathy and good wishes for a safe journey and for eventual pardon and return
