Petition from Select Committee to viceroy. The Investigator and Discovery are needed to protect merchantmen even though the main fleet has not yet arrived and also to make marine surveys. The prohibition of insults to foreigners will if enforced on the people reduce the risk of incidents. Pilotage delays are unsatisfactory. (Dated: 5m 13d). 1 sheet with envelope.
