Order from Hoppo to hong merchants. The viceroy states that foreigners may report to him if they are cheated and are not forbidden to learn Chinese, that the type-cutters were acting illegally, that resistance to entry is wholly unacceptable, as is entryinto Canton, and that Metcalfe is to observe the laws, trade peacefully and to prevent further trouble by excluding such persons from foreign premises. The merchants are to make this clear to Metcalfe. (Dated: 1m 26d).
