Foreign Ships are required to anchor at inconvenient places on reaching Macao and delay in providing pilots may make them miss high water at Second Bar; needless restrictions on chop boats cause delay; members of the Select Committee travelling to and from Macao with only personal belongings are delayed at too many Customs posts en route.
