The Chief Air Traffic Control Officer was responsible for policy relating: the recruitment, licensing, certification and examination of air traffic control personnel; air traffic control complements, staffing and training; air traffic control instruments and the Manual of Air Traffic Control; the inspection of state and non-state air traffic control units; and advice to overseas territories on air traffic control matters.
The Directorate was organised in four branches, ATC 1-4. It was initially part of the Ministry of Aviation, but became part of the Board of Trade in 1966. In 1970 the Board of Trade, including the Chief Air Traffic Control Officer's Directorate, was reorganised and the Chief Air Traffic Controller became part of the Department of Trade and Industry.
