Proposed visit of British delegates to attend a conference on prisoners of war at The Hague, including:

  • List of points to be raised.
  • Objections by the French Government to direct negotiations with German officials.
  • Ruling by the War Cabinet that no decisions on policy were to be taken by the British delegates.
  • Sanction for a statement in Parliament on the presence of a Dutch official at the negotiations.
  • Stated intention to representatives of the French Government that British officials would attend the meeting.
  • Request for Lord Newton to communicate messages to the War Cabinet via the Prisoners of War Department.
  • Provision of information on the negotiations to the India Office and the Colonial Office.
