Administrative / biographical background

Diplomatic relations with Mexico were suspended in December 1867. On 29 May 1883 a Special Mission was appointed to negotiate the resumption of relations. The leader of the Mission, Sir Spenser St. John, was appointed Envoy Extraordinary and Minister Plenipotentiary on 28 November 1884
