Until the creation of the Department of the Environment (DOE), functions concerning local authority finance had been carried out by the Local Government Finance Division (Branch FIN 1) of the Ministry of Housing and Local Government.
In 1971, the Local Authority Division within the Finance (Local Government and Development) Directorate of the DOE was established and was responsible for the supervision of local government capital funds and control of capital expenditure, rate support grant policy and legislation on local government finance until 1974.
From 1974 to 1983 responsibility rested with the Local Authority Division of the Local Government Finance Policy Directorate and from 1983 to 1988 by the Local Authority and Rates Division and Rates Legislation Division of the same directorate. From 1989 onwards the functions were exercised by the Local Authority Capital Finance Division of the Directorate.
