Folios 266-267: [Sir] Thomas Williams, HMS Neptune, [El] Ferrol: Further report on Joseph Griffith, claimed by the American Consul as an American seaman who has received a bounty. Thomas Williams claims that the certificate he received did not correspond with the description of Joseph Griffith. Further, as previously advised, it is false and absurd that Joseph Griffith did not know why the money was paid to him, as he claims.
