Description

Folios 264-265: [Sir] Thomas Williams, HMS Neptune at [El] Ferrol: Reports that Charles Jelly, who has served him as Clerk and Midshipman, has had the misfortune to lose his lower extremeties as a result of falling overboard in Winter when on service and at another time being thown out of a boat into the sea at Gibralter. This has left him a helpless cripple for the last 3 years suffering severely from increasing pain. He has exhausted all his money in trying to obtain medical treatment and has spent time in the London & Bath Hospital, to no avail. His parents are poor and aged and unable to offer assistance. On previous representation of his case, Charles Jelly was appointed Purser of a sloop and as a consequence lost his small pension from the Chest at Chatham. Mr. Jelly is at present Purser of the Delight sloop at Plymouth and his pay is very small and inadequate to support his needs. Requests that Mr. Jelly is appointed to a more permanent and profitable position. He is of excellent character, his length of useful service and his natural vigour should help him overcome his present malady.
