Folios 254-255: [Sir] Thomas Williams, HMS Neptune, Cawsand Bay. Reports that as Lieutenant Anstruther has been assigned to HMS Harlequin, he requests a replacement and advises that two of his Lieutenants have already been discharged due to ill health. He would like the replacement Lieutenant to be junior to Lieutenant Amos F. Westropp as he feels he should be second Lieutenant in view of his long standing in the ship, knowledge of the ship's company and qualification as an officer.
