Folios 207-208: Richard Williams, Belfast. Reports that Lieutenant Howden has impressed John Boardman Frizzell, aged 32, and mate into service. John Boardman Frizzell states that he was born in Bristol but left when 11 years of age for the United States. He has protection as a citizen of the United States but has no papers from the Legislator. Consequently he has been detained until instructions are received on how to proceed.
