The RAF Flying Personnel Research Committee was formed in 1939 to advise the Secretary of State for Air on factors causing operational inefficiency in aircrew or impairing their chances of safety or survival in an emergency. It was also concerned with the study of methods of aircrew selection. Although an Air Ministry Committee, its first chairman was Sir Edward Mellanby, Secretary of the Medical Research Council. Membership of the FPRC included not only eminent clinicians, physiologists, psychologists and the Director General of the RAF Medical Services but also General Duties Branch officers.
