Folios 405-406: Frederic Warren, Captain of Sea Fencibles, Headquarters, Dundee. He has visited the Angus Coast and found it defenceless. He reports in detail on how the Sea Fencibles may be rendered an essential service. Mentions the assistance and zeal of the Lord Lieutenant with the enrolling, the type of landing on the beaches and navigation of the Rivers Tay and Montrose, the Dutch being familiar with the latter, the high value of imports and exports in those places without any defence guns and the possibility of fitting the boats of the local fisher men with cannonades. He suggests that the guns boats are maintained by old Seamen and manned by local Sea Fencibles when necessary. There is no Signal Post on the coast he lists suitable places: Craigie David to Bedhead, to Law, to Button surfs to St Andrews. The plan has been submitted to the Lord Lieutenant and Major General McDonald who commends the Central District who has naval knowledge in addition to his military abilities.
Folio 407: enclosure with folios 405 -406. The Admiralty Office. Response to the report of Captain Warren,24 November 1803. The nature of the coast of Angus makes naval defence unnecessary. The entrances to the 2 rivers are sufficiently narrow to be protected by Batteries on shore.
