Folios 275-276: James Wallis, HMS Naiad, Liverpool. Responding to orders, he raised a general impress in the evening. He applied to the Mayor of Liverpool who refused aid and assistance. Fiftytwo Men fit for service were taken out of ships in the River. The boats are lying below the Bar ready to impress the men as the ships arrive. An impress on shore would be more effective, this will be done that evening as soon as the civic power assists. He adds his disapprobation to the conduct of the Port's Custom House Boat who have behaved very badly.
