Encloses a report by the Surgeons of HMS Arethusa, De Ruyter and Calcutta on the Boatswain of HMS De Ruyter, Henry Stevens, as requested by Captain Ballard. He has appointed Jacob Bell, his Boatswains Mate, to act in his place. Also encloses a copy warrant appointing Jacob Bell as Boatswain of HMS De Ruyter.
