Folios 319-320: Thomas Wolley, HMS Arethusa, off Havre. Writes that since his previous letter of 29 December, he has been informed that the principle cause of discontent at Marcon is that the Admiralty have regarded the island as on the one hand subject to the Navy, but on the other, as a garrison, and not simply as the (HMSS) Badger and Sandfly. Some prizes having been taken by the island force they have since been claimed by the Admiralty, and the captors have lost some £1,000 in legal expenses to challenge the claim, which will not be regained even if the case is decided in their favour. He feels if this is true they have some cause for their discontent and that he had a duty to point it out to their Lordships.
