Folios 387-388: Charles White, HMS Vestal, Humber. States that not receiving the orders that Tobacco was to be charged at 1s 7d a pound until 1 April 1799 but having issued Tobacco at the old rate of 1s a pound. Had the men known of the increase that may have taken less. Requests consideration of his situation.
