Folios 259-260. A letter from [the Earl of] Buckingham to Viscount Weymouth enclosing a petition from merchants complaining of the injury to trade, especially Irish linen export, arising from an inability to man ships trading between Chester [Cheshire] and Dublin. The sailors are afraid of being impressed. Recommends extending protection to twenty seamen, to ease the difficulty. Dated at Dublin Castle.
